MARKETING AGENCY 2025

Workington Town Council is seeking a marketing agency to help improve communications, enhance resident engagement, and build a positive reputation for the council among stakeholders and the wider community.

Objectives

The marketing agency will be expected to:

  1. Increase Community Engagement: Develop strategies to better inform and involve residents, business and organisations in council activities, decisions, and events.

  2. Promote Key Services: Raise awareness of the services provided by the council, such as events, allotments, play areas, environmental initiatives, consultations etc.

  3. Enhance Digital Presence: Improve the council's online visibility through their websites, active social media platforms, and effective digital campaigns.

  4. Strengthen Brand Identity: Create a cohesive and professional image for the council, reflecting its values and goals.

  5. Support Strategic Initiatives: Assist in campaigns around key projects or goals, such as sustainability initiatives, community safety, or tourism promotion.

 

Scope of Work

The appointed agency will provide:

Digital Marketing

  • Website management or optimisation to improve user experience and accessibility.

  • Social media strategy and content creation for Facebook, X, Instagram and You Tube.

  • Email marketing campaigns to keep residents informed and engaged.

 

Content Creation

  • Production of high-quality materials, including newsletters, event flyers, and video content.

  • Campaign-specific content, such as for promoting local events or consultations.

 

Public Relations

  • Development of press releases and media outreach strategies.

  • Supporting and promoting the town, it’s businesses, organisations and visitor experience.

 

Deliverables

  • Comprehensive marketing strategy and implementation plan.

  • Monthly reports on campaign performance and engagement metrics.

  • Creative assets, including branded templates, imagery, and promotional content.

 

Target Audience

The primary audiences include:

  • Residents: Families, young professionals, retirees, and other community members living in the parish.

  • Businesses: Local businesses, SME’s and larger organisations based in or interacting with the parish.

  • Visitors: Tourists or occasional visitors to the area.

  • Stakeholders: Partner organisations, principal authority, and local businesses.

 

Budget

The Council is open to discussing realistic budget requirements with interested parties.

 

Timeline

Submission Deadline: 7th February 2025
Contract Start Date: 1st April 2025
Expected Completion: 31st March 2026, 
although the Council is looking to build an ongoing working relationship with the agency and would be looking to discuss long term contracts following a successful review of services provided in the first year.

Evaluation Criteria

Proposals will be evaluated based on:

  1. Experience working with public sector or community-focused organisations.

  2. Quality of previous work and case studies.

  3. Innovative ideas and proposed strategies.

  4. Budget alignment and value for money.

  5. Team expertise and availability.

EVENTS 2025

​

The aim of the Council’s Culture and Events programme is to improve the cultural offering in Workington. This is delivered through a varied programme of high-quality performances, events and activities that are designed to build an audience within the resident community, and to appeal to visitors and tourists.

Objectives

Our objective is to obtain the following provision for specific Workington Town Council events taking place in 2025:

 

  • Staging / Lighting / Power / Sound / Screen

 

Our Requirements:

Workington Town Council invites quotations for the provision of the above services for the delivery of various events in 2025.

The chosen company must provide the following information or quotes will not be considered:

  • Experience of managing similar events, good customer engagement and service delivery

  • Up to date risk assessments for all equipment including COVID contingencies and health and safety processes for equipment and staff

  • Public (£10m), Employers (£10m) and Professional (£3m) Liability insurance

  • Confirmation of ownership of equipment or third-party hire

  • Photos of equipment and set up

  • Client testimonials (preferably from other local authorities where possible)

  • Health and Safety policies​
